TikTok Unban in Nepal: Why Is TikTok Still Not Working on Some Internet Services?

In a significant update for social media enthusiasts, the Nepali government has decided on the TikTok unban in Nepal, a move that has stirred both anticipation and confusion. This decision marks a pivotal moment in the ongoing debate over TikTok unban in Nepal. This decision, made during a Cabinet meeting on 6th Bhadra(22 August), comes as TikTok agreed to comply with the Social Media Operation Guidelines, 2080 (2023). However, the TikTok unban in Nepal is not immediate, and the path to reinstatement has been marked by a few hurdles.

The Backstory: TikTok Unban in Nepal

The conflict started in January when Nepal banned TikTok due to concerns about inappropriate content and misinformation. This decision was made amid public pressure and was part of a larger effort to regulate social media and follow local laws.

The Cabinet’s Decision

The Cabinet’s recent decision to lift the TikTok ban is a step towards restoring access, but the platform’s return is subject to several conditions. According to Communications and Information Technology Minister Prithvi Subba Gurung, TikTok must first be officially registered with the Ministry as per Section 3 of the Social Media Operation Guidelines, 2080. Additionally, TikTok is required to designate a “Point of Contact” and commit to various obligations such as promoting tourism, enhancing digital literacy, and filtering content in Nepali and other local languages.

Ongoing Challenges

Despite the Cabinet’s decision, getting TikTok fully operational isn’t straightforward. Some internet service providers (ISPs) like Nepal Telecom, Ncell, WorldLink, and DishHome have not started allowing TikTok access even after the formal announcement. However, other ISPs have already begun providing access while awaiting the official directive to lift the ban.

Minister Gurung clarified that the ban will only be fully lifted once TikTok meets all the stipulated requirements and the formal procedures are completed. The Ministry’s Information Officer, Mamta Bastola, mentioned that discussions are ongoing and the final steps are in progress. Once everything is in place, Nepal Telecommunications Authority will issue the formal instruction to ISPs.

What’s Next?

ISPs are now on standby. Nepal Telecom’s spokesperson, Kishor Kumar Bhatt, confirmed that they have completed all technical preparations to reinstate TikTok and are just awaiting the official directive. Similarly, WorldLink has expressed readiness to lift the ban as soon as they receive the necessary instructions.

In summary, while the decision to lift the TikTok ban is a positive development for users in Nepal, the full restoration of service will depend on the completion of regulatory requirements and official communications. For now, the wait continues as both TikTok and Nepali ISPs navigate the final steps to resume normal service.
